As a user, I want to know that money is dripping into my buckets at the rate
which my pipes specify, so that I know that my pipes represent how much I want
to come in and out of each bucket.

Requires: req-096, req-097, ass-009
This also requires that the pipes specify the rate the user specifies to drip
into their buckets. I need to update the requirements for updating pipes, since
there is currently no way to record how the user has updated pipes in the past,
which is essential for this purpose.
