Schist's desktop UI, in the historical data section of the Buckets view, should
include a pipe change timeline.

## Notes

The timeline should only include pipes which were ever effective. That is, if a
pipe was overwritten by another on the same day, it shouldn't appear on the
timeline. This matters, because the user may make several edits to a pipe in one
session, all of which are automatically committed to the database as a separate
pipe.
