Schist's desktop GUI must have an interface for viewing and creating pipes,
including their associations with buckets.

## Notes

According to the UI designs, the interface for this should be a part of the
editable section in the Buckets view. It should feel like editing a Bucket,
although the underlying data structure is creating a new pipe.

There should be an auto-saving amount input and an auto-saving period select.
