Given the user has set up a bank account to sync with Schist, when they read any
data from Schist which depends upon accurate transaction records, then Schist
retrieves transactions from the bank account and records them before returning
the result to the user.

Exception: if it takes too long to get transactions from the bank account, then
Schist should return the stale data at first while retrieving the fresh
transactions at the same time.
